What is Windstorm Certification?

Certain areas of Texas are exposed to hurricanes. The majority of construction projects are required to have Windstorm Certification (WC) before they can purchase insurance policies for their buildings.

Not all professional engineers (PE) can perform these inspections. Only certain engineers, who are trained and appointed by the Texas Department of Insurance (TDI), are authorized to issue this certification. A WPI-8 certificate is issued upon successful inspection.

Types of Inspections:

Ongoing Construction: For buildings not yet built, under construction, or completed within the last six months.
Completed Construction: For buildings completed more than six months ago.

After the inspection, TDI will issue a certification (WPI-8), making your property eligible for insurance coverage. Ongoing vs. Completed

Considering a new construction project or renovating your existing property in Texas? Windstorm Certification (WC) might be a requirement to secure insurance. Here’s how the process works depending on your project stage:

Ongoing Construction

(WPI-8 Certificate):

Applies to projects that are:
- Under construction: This includes any active building phase.
- Recently completed (within 6 months): This covers projects finished within the last half year.
Benefits:
- Easier inspection process: Inspectors can verify code compliance as construction progresses.
- Potential cost savings: Early identification of any code issues can prevent rework later.
Process:
- A TDI-appointed windstorm engineer conducts inspections throughout the construction phase.
- Upon completion and meeting all code requirements, the engineer issues a WPI-8 certificate.

Completed Construction

(WPI-8-E Certificate):

Applies to buildings that are:
- Fully constructed over 6 months ago: This includes existing structures or projects completed more than half a year prior.
Process:
- A Texas licensed professional engineer conducts a thorough inspection of the finished building.
- Since inspecting a completed structure can be more involved, this process might take longer and potentially cost more.
- If the building meets code, the engineer submits a WPI-8-E certificate to the TDI on your behalf.
